stunted foxtail palm

I bought a foxtail palm 2 yrs ago. Did wonderful the first year put out 3 nice long fronds and healthy looking. This past spring I noticed the leader in the center opened up before it was 4" out of the center. The next leader did the same and the next. They do grow out but stunted only about 10-12" long, could someone tell me why this is happening the fronds are dark green like the earlier fronds.
