Inexpensive containers for backyard

My backyard faces a rock hillside and I want to plant ornamental grasses and creepers at the base of the hill. There is almost no topsoil at the base and so I am thinking of using barrels/raised beds. Please let me know an inexpensive way to plant ornamental grasses and creepers in 120 feet.
