Out of control landscaping

We recently purchased a house that has the potential to have beautiful landscaping. The previous owners planted many beautiful flowering bushe, but they have all grown so large that you can barely see the house. When and How should I trim them back to keep them looking as beautiful as I am sure they were meant to be?
