Offensive smelling soil in garden

I just moved into an apartment that has about a 2 foot stretch of dirt around the patio. It's a very small area. The problem is that the dirt has the most offensive disgusting odor. It smells like an animal has peed on it for a hundred years with no rain to wash it away or maybe a dead body. I wet the soil to plant some nasturtiums and almost died.

What can I do to sweeten the soil and get rid of the stench?
