juddi viburnum

I have three juddi viburnum bushes that were planted last summer. They did not bloom but one or two flowers this year and now it is August and one bush seems to be full and pretty while the other two have hardly any leaves and all you can see is the plant bare. They are all planted on the same side of the house getting sun in the morning and shade in the afternoon. What could be the problem? I have fertilized them and nothing. Please help??
