White specks on my Euonymous

I've got white specks on both sides of the leaves on my (sp?) Euonymous shrubs. The leaves are shriveling up and dropping off. What is it, a bug or a fungus? How do I treat it?

I've also noticed a grayish dust (and no, it's not dirt or ash) on the leaves of my boxwoods. These shrubs are also starting to drop leaves, although this may be related to the current drought we're suffering. Any ideas as to what this ashy looking stuff could be?
