Small yellow bugs on Mandevilla

Hello,

I have a healthy thriving white mandevilla plant in my front yard. Recently I noticed tiny yellow bugs with even tinier black legs starting to accumulate in groups. They don't move much at all. It sounds similar to another post by someone but hers sounded more like a film on the plant and these are definitely bugs. Any ideas of what they are??

    Hi,
    I don't have an answer to your problem, but I have the same small yellow bugs in clusters on a milkweed plant. did you get any responses? I would appreciate it if you would include me in any help you get.
