Fiberglass container okay for lettuce/nasturtiums??

I am using a few "old-school" file boxes (that I believe are fiberglass) as window boxes to grow lettuces and nasturtiums. Things seem to be going quite slowly/badly. I drilled holes in the bottom and have maintained the right amount of water. Could they be too shallow for these seeds? Or are the containers themselves are poisonous? Everything else is doing so well, but these containers, not so much...
