soil smells like sewage

My husband dug up the ground for a garden this year(our first at this house) he noticed a slight sewage smell. No smell for 2-3 weeks ,tomatoes and peppers were planted well now the tomatoes are either dead or on their way there and the peppers have stems that are turning black(we thought a lack of nutrients)Two days ago we notice this smell again but it is not constant. It still has a sewage smell(sewage authority cam and and said that is not what it is) BUT somtimes it is light other times it almost makes you gag. Some times it last a few seconds other times a minute or two,one person may smell it yet someone 2 or 3 feet away does not smell it. If it was a constant smell it may be easier to figure out. Also the dirt does not have this smell. This area of the yard stays we longer than the other parts even though it is higher up. Also many, many years ago there was mining in this neighborhood
