getting rid of Smilax

Help! My neighbor does not maintain his yard. Smilax (also called Greenbrier or Sawbrier) (I call it Devil Vine) is taking over the fence line between our yards. Is there anything that will kill this vine. It is popping up all over my yard. It wraps itself around anything it can - a tree, a bush, and the fence. If we cut it to the ground it comes up somewhere else. Suggestions would be appreciated.
