Hi,
Mums do bloom better outdoors, but you can keep it has a houseplant as long as it get enough sunlight. I'm not sure what type you have, but most will bloom a couple times a year. Don't worry that you have no blooms right now...it might just not be time for it. You can replant in a larger pot, but as it grows, I would prun the top so it doesn't get leggy. If you deadhead the spent blooms, you can make them last longer.
