Randall,
Most sources recommend not reusing potting soil. The concern is that any soil-borne diseases may be transmitted to your new plant. However, in my experience, this risk is pretty minimal.
It is more important that the quality of the potting mix is appropriate for the plants that you are using it with.
It may or may not need fertilizing as the soil nutrients have not deteriorated or degraded while it has remained unused.
